
Terms and Conditions of Library Membership
By joining the library, you are confirming that you have read and accept the terms and conditions of membership.
General conditions of membership:
When you join the library via our website, you will be given Online Membership which entitles you to use our digital collections such as eBooks, eAudiobooks and eMagazines. You will be given a library ID number and PIN of your choosing, for your own personal use.
Full library membership also gives you access to books and DVDs, in any branch library in Powys.
To upgrade to full library membership, please call into any Powys branch library, with your Online Membership number and some form of identification (this could be a driving licence, an official letter sent to you, or something as simple as a bank card with your name on it.)
When you have joined as a full member, you will be given a library membership card for your own personal use.
Library members are required to present their library membership card when they borrow items in libraries.
As a library member you are responsible for all items borrowed on your library card, including any lost/damaged items which may need to be paid for, and for the payment of any late fees or charges accrued on your library account.
If the card is lost the library must be notified.
You are responsible for informing us of any changes to your personal details, for example change of address.
Membership lasts 3 years and automatically renews on your next visit. If you do not use any of our library services within 12 months after the end of your membership period, your account will be removed, although you can rejoin at any time.
Should you wish to cancel your library membership, you must return all items you have borrowed and return your membership card for cancellation. If there are any outstanding charges on your library account you will be expected to pay them before your account is removed.
Use of library computers and the internet:
All Powys libraries have free computer access. You can use library computers without being a library member, although computer self-service is only available to library members using a membership card.
Under 16s must have parental consent to use library computers. The consent form is available from any Powys library and must be signed by a parent/guardian in front of a member of staff.
It is the parent or carer's responsibility to monitor and manage use of the Internet and library computers by children in their care. If you are concerned about the content your child may access using a library computer, we request that parents/carers accompany children on their library visit.
Internet access is filtered; and all access is recorded and logged by Powys County Council. The specific content of any transactions will not be monitored unless there is a suspicion of improper use.
In order to use our computers, you must agree to adhere to our Acceptable Use Policy which displayed at the start of every computer session. Any activity in contravention of our Acceptable Use Policy may result in termination of your computer session and refusal of further computer access.
Illegal or unlawful violations of the Computer Acceptable Use Policy may be referred to the Police Service.
Data Protection and the retention of personal data:
Powys County Council respects your right to privacy and is committed to protecting it in accordance with the Data Protection Legislation.
The information you provide us when you join the library is necessary for the delivery of library services to you.
The Library Service Privacy Notice explains how we use any personal information we collect about you when you use our services.
We will not keep your information any longer than necessary, except where required by law.

Purpose of information: Library user computer use
Description of information: Dates and times of computer sessions, held in PC Management Software.
How long the information is kept: 5Y
Purpose of information: Library user computer use
Description of information: Library user internet history. Anonymised data held to assist in the detection of misuse.
How long the information is kept: 1Y
Purpose of information: Monitoring use and breaches of terms
Description of information: Users who have been banned from accessing services Library or Computer services in accordance with our exclusion policy.
How long the information is kept: Data associated with an indefinite ban will be held in accordance with any legal obligation, and in order to prevent further
